This measure concerns  only Phuket at the moment but may well be soon extended.

The fine in itself is not the biggest problem, the coverage of your insurance in case of accident is another much more important.

Without a license your insurance will not cover you and above all will not cover the damage done to others and there it can very quickly encrypt in tens of thousands of euros if there is a serious casualty in the accident.

Remember that you are not Thai and you will find it hard to enforce your rights as a foreigner without a valid license. The sentence to be paid can be heavy and you risk in addition to paying medical and hospital costs to others, a heavy sentence to damages and imprisonment until payment of the debt.

Do not take any risk if you are not in good standing and instead use the collective taxis and taxi motorbike there are everywhere and it is really cheap.
